PotterThe object of this essay is to illustrate the interaction between specific events and broader imperial ideology in the Senatus Consultum Pisonianum (SCP), a decree of the Senate issued on 10 December A.D. 20 concerning the disposition of the case against the elder Piso and his associates. A subsidiary point is to place the use of such a decree within the (...) discourse of government in the Greco–Roman world.Public decrees emerged as an important venue for the exposition of state ideology centuries before Tiberius asked the Senate to record its views on Piso's fate. Indeed, we can detect the beginning of this development in Greece before the end of the Peloponnesian War and trace what appears to be some cross–fertilization between the style of civic decrees from the Greek cities of the eastern Mediterranean and the style of senatus consulta in the second and first centuries B.C. The process may be seen as an extension of the "motivation clauses" in honorific decrees passed for individuals to many other kinds of document.1 At the same time, the late fifth or early fourth century, we can see that public decrees offered a form for the continuation of a dialogue between states: thus the decree of Erythrae in which the Athenians are thanked for passing a decree in which they state that they will not turn the Erythraeans over to the "barbarians" or the elaborate denunciation of Spartan behaviors that is embedded within the charter of the Second Athenian Confederacy.2 By the second half of the fourth century, at least in Athens, and we know that the practice had extended to its former dominion on Samos by the time of Alexander, a "motivation clause" could run to many lines in explaining the actions of the [End Page 65] state.3 Our best evidence for this practice comes from honorific decrees for individuals, but the language of Diodorus suggests very strongly that some sort of historical preface was added to the decree that was passed declaring war on Macedon in 323, very similar to the one that would later figure in the decree of Chremonides declaring war in 268.4 The evidence for the use of extended prefaces, both for individuals and in other contexts, increases in the course of the third century, as civic decrees take on a role in the structuring of a community's memory that was transformed from a reflection to a mechanism of construction.5Our attention to such statements on stone is perhaps conditioned by our ability to recover them in a way that we cannot recover the words of representatives speaking extemporaneously in a public assembly, or the opinions of representatives meeting in closed conference, thus raising the question of just how important such documents really were as vehicles for communication. There is a substantial body of scholarly opinion suggesting that the inscribing of decrees was primarily a symbolic activity since these decrees were often written in hands that were difficult to read and, for that matter, a majority of the inhabitants of the Mediterranean world lacked the capacity to read.6 While no one would deny that one purpose of public inscription was symbolic—indeed the sloppiness that mars both copies A and B of the senatus consultum concerning the disposition of the Piso affair in A.D. 20 may be taken as a sign of this—likewise it needs to be stressed that such texts [End Page 66] were also regarded as permanent records to be read by those classes whose views were regarded as important by ancient governments, and scripts difficult to the eyes of one generation might be less so to those of another.7 The average late twentieth–century classicist may find it easier to decipher the Res Gestae of Augustus on the walls of the temple of Roma in Ancyra than to read the volumes of Leopold Ranke printed in fraktur: the ability to read a script is largely a matter of training and habit. In exploring his concept of interactional expertise in the context of managers of big science projects, Collins identifies the development and deployment tacit knowledge as central, but acknowledges that sociologically, he cannot probe the concept further in developmental or pedagogical directions. In using the term tacit knowledge, Collins relies on the concept as articulated by Michael Polanyi. In coining the term, Polanyi acknowledges his reliance on Heidegger’s concept of being-in-the-world. This paper explores how Polanyi, and so Collins, fails to adequately (...) ground the idea of the tacit in Heidegger’s hermeneutic phenomenology. In so doing, it employs a rereading of Being and Time to phenomenologically resituate the tacit. This resituating of the tacit allows us to go further than Collins in providing developmental and pedagogical approaches to the tacit in the context of the kind of interactional expertise that may be employed to enhance the effectiveness of collaborative, multi-and interdisciplinary teams like those found in team science and in professional settings like healthcare management. As illustrative, the paper provides an example of this resituated understanding of the tacit in the author’s work teaching in a multidisciplinary healthcare management program. (shrink)

A well-worn trope used by phenomenologists is that things that remain invisible or unnoticed in the course of our everyday being in the world reveal themselves in instances of breakdown. This paper borrows this trope to explicate one instance of breakdown, that of traumatic spinal cord injury (TSCI). We use the phenomenology of Heidegger, especially his formulation of ecstatic temporality presented in Being and Time, to illuminate the temporal issues surrounding this radical rupture in Dasein’s being in the world through (...) data collected from field observations of inpatient rehabilitation, interviews with persons with TSCI, and with their rehabilitation providers. Specifically, we explore the breakdown in temporality (the rupture on thrown projection) that occurs in persons who experience TSCI across three interconnected existential dimensions – understanding, attunement (mood), and falling. We conclude by discussing the value this approach to human temporality might have for both social scientists interested in human temporality and to practitioners interested in research related to the rehabilitation process. We review the major phenomena of skilled typing and propose a model for the control of the hands and fingers during typing. The model is based upon an Activation‐Trigger‐Schema system in which a hierarchical structure of schemata directs the selection of the letters to be typed and, then, controls the hand and finger movements by a cooperative, relaxation algorithm. The interactions of the patterns of activation and inhibition among the schemata determine the temporal ordering for launching the keystrokes. To account (...) for the phenomena of doubling errors, the model has only “type” schemata—no “token” schemata—with only a weak binding between the special schema that signals a doubling, and its argument. The model exists as a working computer simulation and produces an output display of the hands and fingers moving over the keyboard. It reproduces some of the major phenomena of typing, including the interkeystroke interval times, the pattern of transposition errors found in skilled typists, and doubling errors. Although the model is clearly inadequate or wrong in some of its features and assumptions, it serves as a useful first approximation for the understanding of skilled typing. (shrink)

Through photographs and translations of Friedrich Nietzsche's evocative writings on his work sites, David Farrell Krell and Donald L. Bates explore the cities and landscapes in which Nietzsche lived and worked.

This paper examines potential predictors of ethical decisions regarding insider trading. An interactionist perspective is taken, in which person variables, situational variables, and the interaction of these two sets of variables are viewed as influencing ethical decisions. The results of our study support such a perspective. Ethical decisions regarding insider trading appear to be a function of a complex set of interacting variables related to both the person and the situation. The implications of these findings are discussed.

The combination of genuine ethical concerns and fear of learning to use germ-line therapy for human disease must now be confronted. Until now, no established techniques were available to perform this treatment on a human. Through an integration of several fields of science and medicine, we have developed a nine step protocol at the germ-line level for the curative treatment of a genetic disease. Our purpose in this paper is to provide the first method to apply germ-line therapy to treat (...) those not yet born, who are destined to have a life threatening, or a severely debilitating genetic disease. We hope this proposal will initiate the process of a thorough analysis from both the scientific and ethical communities. BackgroundThe role of consent for research use of health information is contentious. Most discussion has focused on when project-specific consent may be waived but, recently, a broader range of consent options has been entertained, including broad opt-in for multiple studies with restrictions and notification with opt-out. We sought to elicit public values in this matter and to work toward an agreement about a common approach to consent for use of personal information for health research through deliberative public dialogues.MethodsWe conducted seven (...) day-long public dialogues, involving 98 participants across Canada. Immediately before and after each dialogue, participants completed a fixed-response questionnaire rating individuals' support for 3 approaches to consent in the abstract and their consent choices for 5 health research scenarios using personal information. They also rated how confident different safeguards made them feel that their information was being used responsibly.ResultsBroad opt-in consent for use of personal information garnered the greatest support in the abstract. When presented with specific research scenarios, no one approach to consent predominated. When profit was introduced into the scenarios, consent choices shifted toward greater control over use. Despite lively and constructive dialogues, and considerable shifting in opinion at the individual level, at the end of the day, there was no substantive aggregate movement in opinion. Personal controls were among the most commonly cited approaches to improving people's confidence in the responsible use of their information for research.ConclusionBecause no one approach to consent satisfied even a simple majority of dialogue participants and the importance placed on personal controls, a mechanism should be developed for documenting consent choice for different types of research, including ways for individuals to check who has accessed their medical record for purposes other than clinical care. This could be done, for example, through a web-based patient portal to their electronic health record. Researchers and policy makers should continue to engage the public to promote greater public understanding of the research process and to look for feasible alternatives to existing approaches to project-specific consent for observational research. A formalism is developed that treats a robot as a subject that can interpret its own experience rather than an object that is interpreted within our experience. A regulative definition of a meaningful experience in robots is proposed in which the present sensible experience is considered meaningful to the agent, as the subject of the experience, if it can be related to the agent's temporal horizons. This definition is validated by demonstrating that such an experience in evolutionary autonomous agents is (...) embodied, contextual and normative, as is required for the maintenance of phenomenological accuracy. With this formalism it is shown how a dialectic similar to that described in Hegelian phenomenology can emerge in the robotic experience and why the presence of such a dialectic can serve as a constraint in the further development of cognitive agents. We propose a domain-level ontology of plays for the facilitation of play-based collaborative autonomy among unmanned and manned-unmanned aircraft teams in the Army’s Unmanned Aircraft System (UAS) mission domain. We define a play as a type of plan that prescribes some pattern of intentional acts that are intended to reliably result in some goal in some competitive context, and which specifies one or more roles that are realized by those prescribed intentional acts.
